They will only spawn if you are within 16 to 144 blocks from a "valid" area. MCPE-67277 Slime's are not spawning in swamps or slime chunks as frequently as before. The room is one chunk wide, and three blocks tall. Slimes can only be found in swamps, below layer 40 (in 1 ⁄ 10 of all chunks), or in superflat worlds. The area I have dug out is at level 33 which is less than 40 so slimes should be spawning.

Stand about 30 blocks away from your slime farm (no more than 32). Since Update 0.12.1, Slimes drop Slimeballs and produce Slime particles. If you want to use a slime cage to help keep an area slime-free, put the steps on the inside, then any slime that does appear inside can find its way out, but not back in again.

Slimes (see the Minecraft Wiki page) will spawn in any light level, so adding torches won’t help.

The Spawn Egg method stated by previous OP doesn't work as you can spawn a slime using a spawn egg in non slime chunks.

Torches DO interfere with spawning and should be avoided. The chunk is a slime chunk (I used chunkbase.com, and I've confirmed that slimes spawn in this chunk in a superflat world as well).The seed is 76007646, the desired chunk is X:6 Z:11. Due to their ability to split into small Slimes when damaged, large and medium sized Slimes do not die from fall damage, no matter how high they fall. Seems like so many people have trouble with slime farms.

The chunk I chose was -3/-2 blocks (-48/-32)(-33/-17) I chose this chunk because it was close to spawn and I ran right through it when I started my downward caving/strip mining. Tiny Slimes are the weakest mobs in the game. I have explored a swamp biome a lot (not during a new moon) and also I have dug out an area of 4 chunks and according to AMIDST, 3 of them are slime chunks. Torches take up block space.

There was a bug in 1.7.4 that mobs wouldn't spawn if the render distance was less than 10 chunks. Also you need to be at least 28 blocks away and will need to light up any near by caves to stop other mobs from spawning and taking up your mob count. Using a monster spawner will look for all the natural spawn requirements prior to spawning, such as chunks, Y level, etc.
